Equalization

Equalization is a process carried out annually by municipalities and the New Hampshire Department of Revenue Administration (DRA) to ensure common property tax burdens are apportioned fairly and equitably among taxpayers. Through the equalization and ratio study processes, the total equalized valuation of each municipality is determined and used to apportion county taxes, cooperative school taxes, if applicable, and the state education property tax.

Each year the Equalization Bureau compiles information provided by municipalities on the MS-1, Summary Inventory of Valuation and using statistics from the ratio study, equalizes the value of each municipality for the equitable apportionment of taxes.

DRA Assessment Web Portal

The process of equalization includes conducting ratio studies to determine the assessment to fair market value ratio for each taxing jurisdiction by reviewing all sales from a period of October 1 through September 30 of the following year to determine arms’ lengths transactions and verifying the selling price and assessed value for each property. The DRA Assessment Web Portal is used by both municipalities and the DRA to conduct the ratio study process and to submit the MS-1, Summary of Inventory Valuation.
