Carollynn Lear Reappointed as Assistant Commissioner of NH Department of Revenue Administration

Lear highly regarded for deep understanding of NH taxes and tax administration

Concord, NH – New Hampshire Department of Revenue Administration (NHDRA) is pleased to announce the reappointment of Carollynn Lear to the position of Assistant Commissioner. She has served in this role since 2018. The Governor and Executive Council reappointed Lear to a four-year term beginning January 1, 2022.

“Assistant Commissioner Lear has a deep knowledge of and passion for tax policy. She is a strong leader in the Department, and a trusted advisor and collaborator,” said Lindsey Stepp, Commissioner, NHDRA. “I’m grateful to have worked with her for the past four years, and I look forward to continuing to see her thrive in this role over the next four.”

As Assistant Commissioner, Lear ensures NHDRA reaches its annual operational goals by providing daily guidance to the Department’s four Division Directors, leading special projects, and directing several workshops focused on risk management, operations, and operational and policy improvement. Lear has also presented at many tax forums, conferences, and seminars as Assistant Commissioner.

“It is an honor to have been reappointed as Assistant Commissioner of NHDRA,” Lear said. “I look forward to continuing to work with Commissioner Stepp and the Department to help educate taxpayers of the complex world of taxes, and to enhance the Department’s objective of fairly administering and collecting taxes.”

Lear joined NHDRA in 2013 as Assistant Revenue Counsel, representing the Department in bankruptcy court, assisting the Attorney General’s Office in representing NHDRA in Superior Court and New Hampshire Supreme Court, and providing legal advice regarding state tax administration and general Department operations.

In 2015, Lear served NHDRA as Tax Policy Analyst, where she was responsible for coordinating all matters of legislative and tax policy relevant to NHDRA operations, as well as representing the Department before the General Court.

Lear earned her Juris Doctor from Roger Williams University School of Law, her Master of Laws from Boston University School of Law, and her Bachelor of Science from Northeastern University. She is a member of the New Hampshire Bar Association. Lear is also a member of the Northeastern States Tax Officials Association’s planning committee.

About the New Hampshire Department of Revenue Administration The New Hampshire Department of Revenue Administration (NHDRA) is responsible for fairly and efficiently administering the tax laws of the State of New Hampshire. NHDRA
collects approximately 80% of New Hampshire’s general taxes. During Fiscal Year 2021, NHDRA collected $2.4 billion in taxes, most of which went to the New Hampshire General Fund and Education Trust Fund. NHDRA also assists municipalities in budgeting, finance and real estate appraisal.

HDRA administers and collects the following taxes at the state level: Business Enterprise Tax, Business Profits Tax, Communications Services Tax, Interest and Dividends Tax, Meals and Rooms Tax, Medicaid Enhancement Tax, Nursing Facility Quality Assessment, Tobacco Tax, Taxation of Railroads, Utility Property Tax, Real Estate Transfer Tax; and the following taxes at the local level: Property Tax, Excavation Tax, Timber Tax.
